He said the elderly couple were isolated in the Glen Innes Severn Local Government Area near Emmaville, and had done all the right things when they returned from the cruise.
"They have done all the right things," Mr Marshall said.
"When they returned from the cruise ship they went straight to their property, completely self isolating pending their positive test. The NSW Police have been in contact with that couple.
"At this stage there is no concern or worry that they have been in contact with anyone else in the community, or have had any opportunity to infect any other people since they disembarked."
Mr Marshall said the couple joined the two cases discovered earlier this week at Inverell, and take the number of cases up to four.
"The elderly Inverell couple disembarked the cruise ship The Voyager of the Sea last Thursday in Sydney," he said.
"At this stage we have still had no local transmissions, that is, people who have contracted the coronavirus after contacting people who already have the virus, so that'a a very positive thing."
