On Sunday, Group 4 chairman Ray McCoy said: "We'll be in contract with Scott Bone from NSWRL and our clubs before making our announcement on Friday."
On Wednesday morning, McCoy reiterated that that remained the case.
Late last month he announced that he would recommend to the Group 4 board of directors that the season be abandoned because staging it would be "too hard".
Two days later, Group 4 deferred the decision on whether to stage the season until receiving more advice from the NSWRL regarding senior sports resuming in NSW.
On Wednesday, Group 19 chairman Terry Carson said the organisation was "pushing ahead" with a July 18 season launch, which he rated a "50-50" chance of occurring.
He said Group 19 was "making contact with the clubs to confirm participation".
In a statement on Wednesday, NSWRL chief executive David Trodden said the decision the resume senior sport was "welcome news for Rugby League and all winter sports across the state and would help the community continue to heal after strict measures were introduced to control the threat of coronavirus".
"This is another great result for Rugby League across the state of NSW and I thank the NSW Government for allowing us to resume," he said.
Trodden said that training (in groups of up to 10) could begin as soon as clubs have complied with the NSWRL's COVID-19 regulations that have been developed in line with the Australian Government's return to sport framework.
More details about specific competitions in the regions and districts across the state will be finalised in the near future, the NSWRL said.
Full-contact training is allowed from July 1.
Stadium/ground operators will be required to implement and adhere to the following:
- Develop and comply with a COVID-19 safety management plan.
- Operate with restricted numbers (one person per four square metres and up to 50 people in each of the existing seated food and drinks areas, whichever is the lesser excluding staff members, on the premises).
- Keep contact details of persons entering the premises.
