Construction signs have been blacked out and covered up, as the Inverell Shire Council was forced to halt works planned to start on Otho Street today.

Council general manager Paul Henry said that despite verbal and email communication indicating that approvals would be supplied by the construction date, Roads and Maritime Services (RMS) had requested more information on Thursday afternoon.
The council was asked to provide an independent traffic safety audit surrounding the management of traffic in and around the work site.
Mr Henry said the request had been fulfilled, and was being put into the form RMS requires today. He expects the audit to reach RMS on Tuesday, January 30.
“The bottom line is we’ll comply with RMS requirements and no work will be undertaken until they send through the necessary approvals,” he said.
Mr Henry said the council was confident the plan would be approved.
“The RMS have had our application for some time, so I would think that they’ve had ample time to consider the information that they require in order for them to issue the approval.
“I wouldn’t think that there would be any additional requirements placed on council at this stage.”
The expected length of the construction delay is unknown.
